"One of my campaign’s focus is to modernize antiquated laws so that businesses may thrive in Villa Park. This village ordinance is a prime example of how regular everyday residents of Villa Park are inhibited from progressing our community. According to this ordinance, approximately 61 residents or potential residents of Villa Park would have to choose between their livelihood or running for public office. An individual who is passionate, motivated and has a strong desire to better the community should not have to choose between the two. I want to help my fellow residents, my neighbors, my community, but it being at the expense of my livelihood just simply does not make sense.
For an individual to hold a liquor license and not be able to fulfill their civic duty of service to the community is analogous to a parent being unable to participate on the school board that their children attend. It is discriminatory, a hindrance to progress and quite simply does not make sense. It makes sense for a parent to be on a school board that their children attend because those parents have a more intimate knowledge of the issues that the board faces. Similarly, it makes sense for a liquor license holder to run for office because that individual has knowledge of the issues and challenges those business owners have in the community.
That being said, if I am elected to Village Trustee and a circumstance arose which would be in direct conflict with my business or my liquor license, I would most definitely recuse myself from participating on the issue. I believe in justice and equity and I am aware of the potential of a conflict of interest and would do everything in my power to ensure fair practice and processes.
Alternatively, Karen, my wife, has been prequalified and can have the liquor license transferred to her name. However, the best course of action is to change, for everyone, yet another Ordinance that discourages business in Our Villa Park."
03/15/21 Daily Harold piece endorsing Jack Kozar wrote their opinion regarding the outdated ordinance :
"Kozar has vowed to recuse himself from votes and debate regarding liquor licenses. We hope the board changes its rules so that he can serve."
